The International Planned Parenthood Federation (IPPF) is a federation of 146 country organizations that provide sexual and reproductive health services and advocate for sexual and reproductive health and rights.
Propelevate facilitated the second phase of IPPF’s Niu Vaka strategy for the Pacific region. Propelevate conducted key informant interviews; designed and supported country-specific workshops; conducted a hybrid in-person and virtual workshop to support the larger regional team to envision their future trajectory, develop a region-wide theory of change and measurement framework; and drafted and revised the strategy document with feedback from country, regional and global leadership.
IPPF’s member organizations often run as social enterprises, collecting fees where possible, and using this revenue, along with donor funding, to provide free or subsidized sexual and reproductive health services to targeted groups. Propelevate facilitated discussions with the nine Pacific countries to explore the trade-offs between increasing equitable access to services and financial sustainability of the IPPF member organization, to identify the contexts favorable to social enterprise models.
Another key element of the Niu Vaka II strategy is the integration of humanitarian response activities. Island nations in the Pacific are experiencing climate-related disasters with increasing frequency and intensity. It is challenging to ensure access to essential products and services during these disasters, and yet critical to the IPPF vision of a world where “all people are free to make choices about their sexuality and well-being, in a world free of discrimination”. Propelevate ensured that information gathering included representation from a broad set of groups (age, gender identity, sexual orientation, disability) and created a platform to discuss these challenges and how to weave humanitarian response throughout the strategy.
